TreeTagger is a tool developed by Helmut Schmid at the Institute for Computational Linguistics of the University of Stuttgart.
The tagger is described in the following two papers:

  • Schmid, H. (1994). Probabilistic Part-of-Speech Tagging Using Decision Trees. In Proceedings of International Conference on New Methods in Language Processing, Manchester, UK.
The user can freely use TreeTagger for evaluation, research, and teaching purposes. Any commercial usage of this tool is forbidden.
